GrovePAC Launched to Elect Three Candidates
What exactly is GrovePAC?
For the first time in memory, a political action committee has been formed in Grove in connection with the April City Council election. Known as GrovePAC and headed by its founder, Troy Kyman, owner of Precision Wi-Fi and Precision Communications, the committee seeks to raise funds for its three candidates, selected before the filing period opened, and work for their election to office.
The committee is backing candidates Larry Parham, Gary Trippensee and Mike Davenport and has its own web site, www.grovepac.org. "Our goal is to support Grove City Council candidates that represent a clear character displaying leadership, honesty and integrity,." according to the web site. Kyman said this week that "we will be watching their performance, and if these candidates are elected and don't get the job done, we will back someone else at the next election."
GrovePAC's issues to date include "the intentional corrupt power plays that have taken place over the last couple of years," the appointment of council members to the various trust authority boards, and the undercharging by GMSA of $890,000 over the past three years of the Simmons natural gas account. Kyman feels the city should reimburse GMSA customers with the Simmons payment. (approximately one half has been paid by Simmons to date)
Fact check: The underpayments by Simmons were discovered by Assistant City Manager Debbie Mavity and GMSA gas foreman Jim Reiling, after a lengthy investigation "covering every inch of gas line." The increased use of gas came after Simmons expanded the Fairland plant but did not pay the increased gas usage, which it was aware of, say city officials.
"Our concern is that the money will be used for some sort of perk like a new Civic Center or Water Park," says the web site.
Fact Check: Both issues are subject to voter approval; no monies from a Simmons repayment could be used for either project, by law; and neither project could be called a "perk."
It is no secret that City Manager Bill Galletly would be immediately retired if two of the three candidates are elected. He has said he will retire in 2007 either way. "I want to build more bird houses and drive the causeway from Miami to Key West," he said recently.
Davenport, a 12-year GMSA employee, was part of an employee group that did gas and water line work for private contractors and developers on their own time, but using city equipment, a violation of state law. According to documents obtained by The Observer, the practice had been ongoing for at least 12 years. Galletly put a stop to it in 2003. Davenport, in an April 24, 2003 document, admitted doing work for several developers with labor being charged based on the "contractor's needs." According to the documents, the equipment used was "cathode" or "corrosion equipment, with a fee charged to the developer or contractor for the operator and the piece of equipment, with all the money going to the employee."
Parham, a current city council member and owner of the Grove Radio Shack, has spent most of the past two years trying to fire Galletly. He uttered the famous words "I do not want to help my neighbor," in connection with the city's disposal of an old truck to the town of Disney for $1.00. Supporters point out that he is detailed, asks a lot of questions, and is thrifty with city expenditures.
Trippenssee was a member of the Grove Airport trust authority and the lone holdout against the transfer of airport land to the city that would protect the property in case of a lawsuit. The property was transferred in 2006. Several observers have pointed out that council meetings could last until midnight if Trippenssee is elected. He is a mechanical engineer, owner of two airplanes based at Grove Airport, and a longtime NASA employee.
The committee has not announced any specific candidate platforms as yet. Kyman said "everybody in Grove is in favor of a new swimming pool" but that the "costs need to be kept in line and a fancy, flumed water park that costs $13 million is out of the question." The city's Blue Ribbon Committee named to study the issue has not yet announced its recommendations and the public has mostly been kept in the dark as to plans.
The three candidates' individual opinions on issues such as the civic center, swimming pool, support for the Chamber of Commerce, city street improvements, Grove's future needs, and what kind of new city manager should be hired, are unknown. But it is early in the campaign with plenty of time left to explain.
Other candidates for council offices include David Adzigian, a former council member who lost to Parham in the last election by 25 votes and is seen as a mediator and extremely detailed person; Dustin Phillips, a farmer-rancher who says his platform is to bring in new business to Grove; Harry Worley, Grove businessman, and current Mayor Carolyn Nuckolls. Ben Hynum has withdrawn from consideration.
As with the GrovePAC candidates, these have not announced any details of their platforms as yet.

It would appear that this editor has formed his own informal PAC. The center piece of his platform is to elevate Bill Galletly to sainthood. Objectivity and honesty appear to be victims of this campaign.
I had hopes that this editor could create a straight news venue with editorials clearly identified as such. Clearly that is not the intent.
The citizens of Grove are being shortchanged. The editor should be ashamed of him self.

For a long time, this blog has been nothing more than a propaganda page for the Pro City Manager Group.
David Adzigian a mediator? Waffler more likely. We already have one of those on the council. Councilman Helms knew he was out of the up coming race so he asked friend to run in his stead.
The Grove observer is supposed to be a newspaper, however its just a editorail page. I think the header for the page should adjusted accordingly.
Wow, it looks like the folks making the previous comments conspired to make it appear that there a lot of opinions similar to theirs in the community. Well the truth is there aren't. Keep telling it like it is, Mr. Observer! Soon these guys will all be history. The silent majority has had enough of these frivilous law-suit types.
For the get rid of the city manager types need to check the record. This manager has done more to improve Grove that anyone,and was either criticized or sued. The Gaming place outside town got utilities. They also employed enough folks to pay for it time and again in housing, food, gas, etc. for many years to come. If he ever benefited personally from doing his job, then I would join the club to crucify him, but, it ain't happened.
There are so many needs in Grove that must be addressed by the next council, it would be great if the citizens voted in 'team players' and not those with their own agendas or special interest.

NO one ever said that it was a bad idea to run utilities to that location it was the way it was done . The GMSA board did not approve gas, only sewer. To this day that gas job was only approved to finish. Because it was never approved by the GMSA board to do the gas. I guess its okay for the city manager to do jobs that puts the board members at risk for libility without there approval.
As to the city council appointing their members to the different trusts. They got fed up the tail wagging the dog...In the past, trust members appointed 'at the pleasure of the council' were beginning to dictate to the city council. Not good..
Unfortunatly we are going to be forced to talk about the past for a brighter future for Grove. That past only needs to pertain to those involved currently in our local government. Nobody needs or wants to hear about ghosts of the past that are long gone! The buck stops with the government currently in place. That government has enough history all of its own to make one's stomach turn. I didn't ask to be dragged into this mess and frankly i have a hundred other projects i could be working on during the course of this campaign. But once you attend our city government meetings and gain a complete understanding of what is going on, it is difficult to walk away from. When I first got involved in our local politics one year and a month ago I was warned about possable attacks towards me. Those attacks have come and gone and i am sure there will be more. That is why this election is so important! You have very clear choices in this election. You can either register to vote and VOTE for a change with all the facts many of you allready know about who read this paper. Yes I know, both the Sun and Observer have slanted views but Grove is a small community. And as every small community knows nothing is secret. Grove has one of the Highest natural gas prices in the area, 22% higher then Miami. If you are happy with that then you should vote for Carloyn Nuckolls and David Adzigian. Nuckolls voted to raise them last year and she will do it again this year! David Adzigian will follow for sure under the pressure imposed by others. Our New Council will need backbone, diversity and the ability to make decisions independantly without caving in to pressure from others or its new City Manager. That brings us to another very serious issue. Who are you going to elect to pick the next City Manager?
There will be many frivalous attacks on Mike Davenport, Gary Trippensee and Larry Parham in the next month and a half. One thing is for sure none of us is perfect and some of us are rougher around the edges then others but all three are committed to working on behalf of all of the Grove residents to lower Home gas prices. Stop the wasteful spending of your tax dollars, and finding a City Manager who will work for all of the residents in Grove!
There are many issues to talk about throughout this campaign lets not lose focus or chase Ghosts!

Troy indicates you should not look at the past just vote for a better tomorrow. Stop an consider what that means. The PAC consists of Air Port members who have one interest and that is enhancement to their sport of flying. Taxpayers already contribute almost $50,000 a year to the support of the airport and the enjoyment of people such as Gary T, Larry P and Troy. Get these people elected and the airport will be due for a new terminal as well as other enhancements. Remember last year these same people complained that the sewer and water had not been connected to their hangers. How many new homeowners get that same service at no charge.
The only plank on which the three candidates are running is getting rid of the city manager. Then they will be able with the help of Gary Bishop to hire Rick Littlefield as the new city manager, a plan that has been in the works for years.
Voters had better wake up and pay attention to what is happening. This same gang and their cohorts filed law suit after lawsuit against the city. What has that cost you as a tax payer?
Wake up and get involved. There are several candidates running for office who will work for the entire city, not just their playbox.

Mr Anonymous lets be crystal clear. I do not fly sport planes. I never have. I fly two planes for my buisness that brings 7 million dollars a year into this city from mostly outside the state of Oklahoma. If this airport was not here in Grove Precision Communications would be in another city where there was an airport. Tell me sir. How much money do our parks bring in every year. Because they cost more then there return should we get rid of them. How about the Community Center or maybe our Police station. They are all needed for the good of the city, without them we are nothing as a city! But all of them cost the tax payers and are needed! You have no idea who is supporting Grovepac and to say only pilots are supporting the PAC illistrates you do not have a clue as to what is going on! If you could get unstuck from the same day you would know that most of the money to keep the airport upgraded and growing comes from Federal Tax dollars.
As for the Sewer and water are you saying they do not have a right to these things? For your information 1/3 of the industrial park has no sewer or water either. That is why Job growth in the Industrial park is stagnant. Who wants to build a buisness there when the City cannot provide the infrastructure for the buisness. The three end hangers have been waiting for well over three years for sewer and water, how many home owners have to wait that long for basic city services?
I am not sure why you have brought Gary Bishop and Rick Littlefield into this. They have nothing to do with this election and don't want to have anything to do with it. Yes the City Manager is an issue but the council members who have allowed the wrong doing to continue are the ones who are truly negligent in there oath to the people!
Gary Metcalf did file a lawsuit for wrongful termination and for character and name defamation. The city settled for $100,000.00 and cost the city thousands in legal costs. Gary is not a pilot and has nothing to do with GrovePAC or the canidates GrovePAC supports.
Mark Wall was wrongfully terminated, His name slandered and accused of being corrupt. The city is negotiating with him now for a settlement. I wonder how much that is going to cost the tax payers. Mark is not a pilot and has nothing to do with GrovePAC or the Canidates GrovePAC supports.
The city Manager was found guilty of bid splitting and now has a criminal record complete with Mug shot but is allowed to continue his work.
GrovePAC believes that well over $100,000 has been spent in the defense of the city from crimes ranging from bid splitting to Open meeting violations.
Lets also talk about how GMSA is robbing its gas users by losing nearly a million dollars in natural gas to Simmons. Forcing the gas users of this community to subsidize there mistakes. Creating Fuel prices through mismanagement that are 22% higher then Miami, Ok. Allowed by three city council members.

The voters are not asleep there just in shock from opening there gas bills.

The violation of open records and the firing of Gary Metcalf and also the insurance company is currently speaking with Mark Wall.These mistakes does cost the tax payers. If this was your buisness would he still be an employee.
Is this $7 million in the form of sales taxes, playroll for Grove employees, avaiation fuel or what? Let's have a "fact check" on this!
So who are the canidates that will work for the entire city.

The city manager said that private money would pay for part of the installation of the gas and sewer lines run to the gambling machine facility. Where's the money he promised the 3 council members who always support what ever he says? Lies! Lies! and more Lies from the city manager! It's time for Grove to wake up! It's time for a positive change!
